From April 28 to May 27, 2011, the Ministry of Internal Affairs and Communications (MIC) conducted an appeal for opinions on its ministerial ordinance plans, etc. for partial revision of Radio Law Enforcement Regulations (1950 Radio Regulatory Council Regulation No. 14) accompanying the revision of radio communication regulations provided in the International Telecommunication Union charter concerning documents that must be provided to ship stations, etc. However, no opinions were submitted in response to the appeal.
Revisions of these ministerial ordinances, etc. will be carried out promptly in view of the results from the appeal for opinions.
1. Background of revisions, etc.
Radio communication regulations (RR) provided in the charter of the International Telecommunication Union were revised at WRC-07 (the 2007 World Radiocommunication Conference), with changes made to the documents that must be provided to ship-based radio stations, and based on these revisions the documents will now be issued by the International Telecommunication Union (ITU).
In Japan, based on regulations in Article 60 of the Radio Law (Act No. 131 of 1950 Law), there are regulations for documents that must be provided to ship stations, ship earth stations, coastal station and coastal earth stations as set forth in items 1 and 2 in the table in Article 38.1 of the Radio Law Enforcement Regulations; however, since there is now a need to revise these documents in line with the new RR revisions, the related regulations will be serviced.
2. Outline of revisions
Radio Law enforcement regulations
Among the documents that must be provided to ship stations, ship earth stations, coastal station and coastal earth stations as set forth in items 1 and 2 in the table in Article 38.1 of the Radio Law Enforcement Regulations based on RR regulations, the summaries and names of
A. Records of names of coastal stations
B. Records of names of ship stations
C. Records of names of radio identification stations and special business stations
D. Table of call signs or identification signals for stations of alphabetical or numerical order used in maritime mobile business
have been modified as follows, and regulations will now be serviced.
A. Records of names of ship stations, and allocation charts for maritime mobile business identification
B. Records of names of coastal stations and special business stations
Servicing of other related regulations
For the following bulletins and directives, regulations will be serviced to match the revision of enforcement regulations.
A. 1960 Ministry of Posts and Telecommunications Bulletin No. 1017 (radio stations where provision of clocks and business documents, etc. can be omitted, the range of items that can be omitted, and exceptions in terms of locations and situations in which these can be provided according to regulations in Article 38.2 and 38.3 of Radio Law Enforcement Regulations)
B. Radio Law-related Examination Standards (2001 Ministry of Internal Affairs and Communications Directive No. 67)
3. Results from appeal for opinions
An appeal for opinions on these ministerial ordinances, etc. was held from April 28 to May 27, 2011, but no opinions were submitted.
4. Schedule
Revisions of these ministerial ordinances, etc. will be carried out promptly in view of the results from the appeal for opinions.
