Towards Introduction of 920MHz Band Electronic Tag System, etc.

Partial reply from Information and Communications Council

 On June 24, 2011, the Ministry of Internal Affairs and Communications (MIC) received a partial reply from the Information and Communications Council (Chairman: Takuma Ootoshi, Chairman of IBM Japan) concerning “Technical Requirements for 920MHz Band Electronic Tag System, etc.” in “Necessary Technical Requirements for Upgrade of Low-Power Radio Systems” (Information and Communications Council Inquiry No. 2009 – September 30, 2002).


1. Background

 950MHz band electronic tag systems, etc. (passive tag systems and active low-power radio systems) using frequencies between 950 and 958MHz are utilized in commodities administration, etc. in the field of production and distribution, and it is anticipated that in future the utilization of these systems will expand greatly in smart meters, etc. for the electric power and gas fields.


 On the other hand, a report (dated November 30, 2010) published by the “Working Group for Study of Frequencies for Implementation of Wireless Broadband” proposed a basic policy concerning 950MHz band electronic tag systems, etc. for the reorganization of frequencies in the 900MHz band through a transition to 915-928MHz (hereinafter, “920MHz band”) along with a 5MHz bandwidth expansion aimed at catering for the introduction of smart meters, etc., in order to strengthen international competitiveness based on frequency assignment statuses in the West.


In view of this background, commencing February 15, 2011 the Information and Communications Council deliberated on “Technical Requirements for 920MHz Band Electronic Tag System, etc.” in “Necessary Technical Requirements for Upgrade of Low-Power Radio Systems” (Information and Communications Council Inquiry No. 2009 – September 30, 2002) so as to enable the introduction of a 920MHz band electronic tag system, etc., and a partial reply was received on June 24, 2011.


2. Outline of reply

 A partial reply was received concerning “Technical Requirements for 920MHz Band Electronic Tag System, etc.” in “Necessary Technical Requirements for Upgrade of Low-Power Radio Systems.” An outline of the partial reply can be found in the enclosed documents.


3. Schedule

 Based on this partial reply, the Ministry of Internal Affairs and Communications (MIC) will proceed with making decisions regarding technical standards for the introduction of a 920MHz band electronic tag system, etc.
