This is to announce that on July 7 (Thu), 2011 a Conference for Promotion of Mobile Telephone Recycling will be established, with the Ministry of Internal Affairs and Communications (MIC), Ministry of Economy, Trade and Industry (METI) and Ministry of the Environment as its coordinators. The purpose of establishing this Conference is to strengthen ties between organizations and businesses that are independently carrying out initiatives relating to the collection and recycling of mobile telephones, and to provide further promotion of collection and recycling as well as personal information protection.
1. Purpose of establishment
In March 2001, the Telecommunications Carriers Association and the Communications and Information Network Association of Japan established the “Mobile Recycle Network” (MRN) for the collection and recycling of mobile telephones/PHS, and by means of the MRN they have since been engaged in recycling by conducting independent collection activities for used mobile telephones/PHS, focusing on specialist retail stores nation-wide, with no connection to service provider businesses or manufacturers. At the same time, the number of consumer electronics volume sellers and mobile telephone shops (joint sales stores) engaged in their own mobile telephone/PHS collection and recycling is increasing. In view of these circumstances, the Conference for Promotion of Mobile Telephone Recycling will be established with the purpose of further promoting collection and recycling as well as increasing the thoroughness of personal information protection, strengthening ties in mobile telephone recycling activities with administrative cooperation while also respecting each party's independent activities.
2. Activity contents
(1) Publicity and public awareness activities
Awareness of mobile telephone recycling will be evoked by conducting wide-reaching publicity and public awareness activities, including verbal explanations and the posting and deployment of publicity tools for recycling at shop fronts, as well as campaigns and events including successful appeals through various media such as websites, catalogues and mass communications.
(2) Ascertaining collection achievements
Mobile telephone/PHS collection achievements were previously only ascertainable through the MRN, but the establishment of this Conference will be taken as an opportunity for ascertaining collection achievements across the board, including other active parties such as volume sellers, etc. Studies of annual activity plans will be leveraged by ascertaining the true state of the degree to which Japanese domestic collection and recycling is being carried out appropriately, and so on.
(3) Promoting collection, and studies to increase thoroughness of personal information protection
The Conference will study appropriate collection and recycling policy, etc., including expansion of collection points, strengthening publicity and public awareness, personal information protection measures, etc., and will aim to further promote overall collection and recycling by bringing together the various parties concerned.
