The National Police Agency, Ministry of Internal Affairs and Communications (MIC), Ministry of Economy, Trade and Industry (METI) will hold a Committee Meeting Collecting Government and Private Sector Opinions (Government and Private Sector Board) in order to collect opinions concerning challenges for the current state of measures preventing unauthorized access and policy for improvement.
1. Outline
At the FY 2010 Comprehensive Security Countermeasures Meeting (held by the National Police Agency) the following items were proposed as being essential: accurate and detailed ascertainment of the true state of acts of unauthorized access, collection and sharing of information relating to such acts, extraction of points at issue based on this ascertainment, and a study of role-sharing between government and private sectors for measures preventing unauthorized access as well as for cooperative policy. In view of this, the National Police Agency, Ministry of Internal Affairs and Communications (MIC), Ministry of Economy, Trade and Industry (METI) will hold a Committee Meeting Collecting Government and Private Sector Opinions (Government and Private Sector Board) in order to collect opinions concerning challenges for the current state of measures preventing unauthorized access and policy for improvement in relation to policy required when promoting measures preventing unauthorized access for society at large.

Members: Server and computer manufacturing businesses, OS software manufacturing businesses, anti-virus software development businesses, computer security inspection businesses, computer security-related organizations, telecommunications carrier-related organizations, research institutes, etc.

3. Establishment of Working Group
A Working Group will be established in the Government and Private Sector Board, with the following items to be allotted before progressing with study work.
○ Action plan for measures preventing unauthorized access
○ Policy contributing to clarification of true state of acts of unauthorized access
○ Policy for diffusion of knowledge relating to safeguarding from acts of unauthorized access, etc.
○ Policy to enable support at stage prior to acts of unauthorized access in relation to criminal techniques, etc. that are difficult to counteract with existing countermeasures
4. Schedule
○ The first meeting will be held on June 30, 2011, and subsequent meetings will be held on a quarterly basis.
○ By the end of the year, an “Action Plan for Measures Preventing Acts of Unauthorized Access” will be compiled.
