Results from Appeal for Opinions concerning Partial Reform of Terminal Device Technical Standards, etc. accompanying Advances in Broadband Mobile Wireless Access Systems

 From May 14 to June 13, 2011, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on its bulletin reform plan for terminal device technical standards and examination methods in the Telecommunications Business Law (Act No. 86 of 1984 Law) in order to carry out system servicing accompanying advances in broadband mobile wireless access systems. However, no opinions were submitted.
 Accordingly, in view of results from the appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) will promptly carry out system servicing.


1. Background to reforms

 User needs for high-speed wireless Internet have increased since the institution of broadband mobile wireless access systems in 2007, and while these systems are now widely used, there are increasing expectations for advances in systems that can implement increased transmission speeds, improved communication environments and efficient expansion of the areas in which services are accessible.
 In light of these circumstances, since September 16, 2010 the Information and Communications Council has carried out deliberation over “technical requirements for increased speed of broadband mobile wireless access systems (excluding the FWA System),” and a partial report was released on December 21, 2010.
 These reforms service electrical requirements, etc. for terminal devices that connect to telecommunications line devices (hereinafter, “mobile communications devices”) using wireless devices of broadband mobile wireless access systems, as well as examination standards necessary for recognizing conformance to technical standards, etc. for terminal devices that connect to mobile communications devices.


2. Outline of reforms

(1) Bulletin plan for partial reform of 2011 Ministry of Internal Affairs and Communications (MIC) Bulletin No. 87 (item establishing electrical requirements for terminals such as IP telephone terminals and private communication line equipment)
In view of the partial report from the Information and Communications Council, there will be servicing of technical standards such as electrical requirements, etc. for terminal devices that connect to mobile communications devices.
(2) Bulletin plan for partial reform of 2004 Ministry of Internal Affairs and Communications (MIC) Bulletin No. 99 (item determining test procedures for technical standards compliance certification of computer terminal devices)
There will be servicing of examination standards necessary for recognizing conformance to technical standards, etc. for terminal devices that connect to mobile communications devices.


3. Results from appeal for opinions

 An appeal for opinions on this reform plan was held from May 14 to June 13, 2011, but no opinions were submitted.

 


4. Schedule

 In view of results from the appeal for opinions, the Ministry of Internal Affairs and Communications (MIC) will promptly carry out system servicing.
