Results from Appeal for Opinions on Directive Plans for Partial Revision of Broadcast Act-related Inspection Standards, etc.

Servicing of regulations for safety and reliability of broadcasting

 The Ministry of Internal Affairs and Communications (MIC) recently drafted directive plans for partial revision of Radio Law-related Inspection Standards (2001 MIC Directive No. 68) to service regulations relating to technical requirements for the safety and reliability of broadcasting. An appeal for opinions on these directive plans was held from May 26 to June 24, 2011, in response to which one opinion was submitted. This opinion and the views of the MIC are officially announced herein.
 Based on the opinion received, the directive plans will promptly be reformed.


1. Revision outline

 Regarding the directive plans on which opinions were first sought from April 28 to May 27, 2011, a partial reply concerning the safety and reliability of broadcasting was received from the Information and Communications Council on May 17, 2011, and subsequently additions were made to the Inspection Standards plan for specific examples of measures, etc. to ensure safety and reliability.
1. Directive Plan for Partial Revision of Broadcast Act-related Inspection Standards
  ・Definition of specific examples of measures directed toward telecommunications facilities used in broadcasting work.
  ・Servicing of other regulations.
2. Directive Plan for Partial Revision of Radio Law-related Inspection Standards
  ・Servicing of other regulations.


2. Results from public appeal for opinions

 From May 26 to June 24, 2011, there was an appeal for opinions on directive plan revisions in relation to the above-mentioned additions, in response to which one opinion was submitted. This opinion can be found in the attachments along with the views of the MIC. Other attachments contain results from the first appeal for opinions, which ran from April 28 to May 27, 2011, as well as the revised directive plans based on results from the latter public appeal for opinions.


3. Schedule

 Based on the opinion received, the directive plans will promptly be reformed.
