From July 2 (Sat) to August 1 (Mon), 2011, prior to periodic verification of the Competition Safeguard System in this fiscal year, the Ministry of Internal Affairs and Communications (MIC) is seeking opinions on the items to be verified (outlined below).
1. Objectives
Based on “Guidelines for Application of Competition Safeguard System” (established and published in April 2007, and reformed in July 2008; hereinafter, “guidelines”), since 2007 the Ministry of Internal Affairs and Communications (MIC) has been making use of the Competition Safeguard System with the aim of periodically verifying the effectiveness and suitability of successive fair competition requirements involving the NTT Group and the range of designated telecommunications equipment systems (including items involving systems for business application approval).
From July 2 (Sat) to August 1 (Mon), 2011, prior to periodic verification of the Competition Safeguard System in this fiscal year, the Ministry of Internal Affairs and Communications (MIC) is seeking opinions on the items to be verified.
2. Outline of appeal for opinions
Subject of appeal for opinions: Verification items established in guidelines for fair competition requirements involving designated telecommunications equipment systems and NTT (Please be aware that the subject of the appeal for opinions is not the system's effectiveness and suitability, but rather is the suitability of the system's application.)
Deadline for submission of opinions: must arrive no later than 17:00 on August 1 (Mon), 2011 (mailed submissions must also arrive by this date)
This plan will be published in the “Reports and documents” section of the Ministry of Internal Affairs and Communications (MIC) website ( http://www.soumu.go.jp) and in the “Public comment” area of e-Gov ( http://www.e-gov.go.jp), the electronic coordinated government contact website.
3. Schedule
The Ministry of Internal Affairs and Communications (MIC) will refer to the submitted opinions and carry out verifications of the application status of fair competition requirements involving designated telecommunications equipment systems and NTT.
Also, before carrying out these verifications, depending on the results of this appeal for opinions, a repeat appeal for views on the submitted opinions may be conducted as required.
