Approval of Revised NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements

Expansion of range of applications for half-duct system

On July 7, 2011, the Ministry of Internal Affairs and Communications (MIC) approved an application from Nippon Telegraph and Telephone East Corporation (hereinafter, “NTT East”) and Nippon Telegraph and Telephone West Corporation (hereinafter, “NTT West”) for the revision of connection agreements relating to Type I designated telecommunications equipment.

1. Outline

Connection agreements are revised in order to promote more efficient pipeline utilization with regards to the half-duct system (*2) utilized by connection businesses in pipelines for sections that NTT East and NTT West are obligated to provide (*1), with the revision stipulating that an additional inner pipe should be laid in pipelines housing only one line of cable that is not housed in the inner pipe, and that cable should also be laid in the second inner pipe.
*1 The section from a building used for communications to the closest manhole, etc. where construction work can be carried out.
*2 A method of housing two cables in a single pipeline using a flexible cable-protecting pipe (inner pipe).

2. Other

This matter is based on provisos in Article 169 of the Telecommunications Business Law (1984 Law No. 86), and is deemed as being of insufficient significance to warrant the submission of an inquiry to the Information and Communications Administration and Postal System Administration Council.
