The Ministry of Internal Affairs and Communications (MIC) has opened a “Regional ICT Activation Panel Discussion” (Chairman: Ikuyo Kaneko, Professor at Keio University Graduate School of Media and Governance) for the purpose of considering regional activation through ICT (Information and Communications Technology) aimed at resolving regional issues. A motion has now been compiled by the Panel Discussion, and this is officially announced herein.
Background and purpose
While there are hopes that the potential of ICT can be demonstrated to resolve the issues faced by regional communities, such as depopulation, aging, and reduced employment opportunities, etc., the reality of the situation is that Japan has been slow in making beneficial use of ICT and there are insufficient links between ICT and the resolution of regional issues.
In view of these current conditions, the Ministry of Internal Affairs and Communications (MIC) has opened this panel discussion with the purpose of considering how to achieve regional activation along the ICT axis so as to comprehensively promote the activation of “standalone regions” conceived and executed by regions themselves, while respecting the independence and self-reliance of these regional communities.
This is to announce that the Panel Discussion has compiled a motion for policy aimed at regional activation through ICT, while also acknowledging as an extremely important issue the realization of regional activation by maximizing use of ICT functions for the revival of disaster-affected areas and the regeneration of Japan in the wake of the Great East Japan Earthquake of March 11, 2011.
Based on this motion, the Ministry of Internal Affairs and Communications (MIC) will strive to develop ICT policy with tangible effects and promote ICT policy supporting the coordination and development across a wide area of initiatives by each main constituent.
