“Future School Promotion Research Society” to be opened

 The Ministry of Internal Affairs and Communications (MIC) will open a “Future School Promotion Research Society” to study ICT environments and architecture in schools as well as specific ways of applying ICT and cloud computing technology, etc. in lessons, and with the aim of deciding on “2012 Guidelines (Handbook)” (tentative name).


1. Background and purpose

 Although Japan has the world's most advanced broadband environment, beneficial use of that broadband infrastructure is making sufficient progress. In the education field in particular, beneficial use of ICT is not advancing in spite of identification of such as prompting a rise in young pupils' will and interest in lessons as well as increasing their knowledge and comprehension.
 The Ministry of Internal Affairs and Communications (MIC) will open this Research Society based on implementation of the FY 2011 “Future School Promotion Project” in cooperation with the Ministry of Education, Culture, Sports, Science and Technology's “Learning Innovation Project”* as a specific policy to promote beneficial use of ICT in the education field, in order to study ICT environments and architecture in schools as well as specific ways of applying ICT and cloud computing technology, etc. in lessons, and with the aim of deciding on “2012 Guidelines (Handbook)” (tentative name) based on revision of the “2011 Guidelines (Handbook) concerning Information and Communications Technology for Beneficial ICT Use in Education Field” that were settled on in FY 2010.
 Additionally, for cooperation and coordination of the “Future School Promotion Project” and the “Learning Innovation Project” it will be possible for meetings to be held in conjunction with the “Learning Innovation Promotion Conference” opened by the Ministry of Education, Culture, Sports, Science and Technology, and these joint meetings will be referred to as “Conferences on Experimental Study of Leading Education with Application of ICT.”

*Experimental study from software and human perspectives, mainly focusing on development of educational contents and support for the training of teaching staff, etc.


2. Contents for study by this Research Society

(1) Implementation policy, confirmation of state of progress, advice for main enforcers, etc. for “Future School Promotion Project”
(2) Decisions on “2012 Guidelines (Handbook)” (tentative name)
(3) Challenges facing information and communications technology in relation to computerization of other schools and formal education, etc.


3. Study organization

 Senior Vice-Minister for Internal Affairs and Communications, Parliamentary Secretary for Internal Affairs and Communications (in charge of Information and Communications), Deputy Director-General of the Ministry of Education, Culture, Sports, Science and Technology (in charge of Lifelong Learning Policy Bureau), and other members.


4. Opening period

 The first Research Society meeting will be held from 16:00 on July 27 (Wed), 2011 at Special Conference Room No. 1 at the Ministry of Internal Affairs and Communications (MIC) (8th floor of Central Gov't. Building No. 2). Furthermore, “2012 Guidelines (Handbook)” (tentative name) will be compiled around March 2012.
