Installation Status of Fixed Terminal System Transmission Line Equipment at End of FY 2010

―Share of subscriber lines held by NTT East and NTT West―

 This to announce the aggregate results of a report on the installation status of fixed terminal system transmission line equipment* as of the end of FY 2010 (end of March 2011), which was received by the Ministry of Internal Affairs and Communications (MIC) from telecommunications carriers and is based on Article 3, Item 1 of the Telecommunications Business Report Regulations (1988 Ministry of Posts and Telecommunications Order No. 46).


*“Fixed terminal system transmission line equipment” refers to transmission line equipment for telephone lines, etc. where one end is installed at a fixed location and connects to telecommunications equipment owned by the end-user.


1. Objectives

 The Ministry of Internal Affairs and Communications (MIC) obligates telecommunications carriers to report on the installation status of fixed terminal system transmission line equipment as of the end of each fiscal year, no later than two months after the end of the fiscal year, based on Article 3, Item 1 of the Telecommunications Business Report Regulations.
 Reports on installation status as of the end of FY 2010 (end of March 2011) have now been received, and the aggregate results are published herein.
 Please note that since it is currently difficult to accurately ascertain the actual state of equipment in areas affected by the Great East Japan Earthquake, this report uses line figures for NTT East and NTT West that were understood as of the end of March 2011 along with line figures for some CATV businesses that are taken from the end of December 20101.
 Once businesses have reported more accurate line figures, these figures will be retroactively revised and officially announced.


2. Outline of results

 Features of the installation status of fixed terminal system transmission line equipment as of the end of FY 2010 (end of March 2011) are outlined below.


(1) The movement of the total number of lines is affected by the continuing decrease of metal lines, resulting in a decreased total number of subscriber lines (from 61.59 million lines at the end of FY 2009 to 59.85 million lines at the end of FY 2010). On the other hand, the number of optical fiber lines continues to increase and the ratio of subscriber lines is also rising (from 20.2% at the end of FY 2009 to 23.9% at the end of FY 2010 (up 3.7%)).

(2) The share of all subscriber lines held by NTT East and NTT West sees a slight decrease from the end of the previous fiscal year (from 87.9% at the end of FY 2009 to 86.3% at the end of FY 2010 (down 1.6%)) due to the influence of increased numbers of optical fiber lines and CATV lines. On the other hand, there was almost no change in the share of optical fiber lines held by NTT East and NTT West (from 77.3% at the end of FY 2009 to 77.2% at the end of FY 2010 (down 0.1%)).

(3) The share of optical fiber lines held by NTT East and NTT West continues in general to be stronger in the East of Japan than in the West. However, in comparison with the end of FY 2009, the share in Niigata, Gifu, Mie and Kagawa prefectures has decreased by 2% due to the influence of electrical power businesses, regional CATV businesses (self-governing bodies), etc. There was also an increase of around 3-4% in Shimane, Tokushima and Nagasaki prefectures.

(4) Continuing from the end of the previous fiscal year, NTT East and NTT West have less than 50% share of optical fiber lines in Shiga prefecture (34.5%) and Nara prefecture (44.6%), and as of the end of FY 2010 Hyogo Prefecture (48.8%) also joins this group.
