Appeal for Opinions on “Draft Proposal for Maintenance of Environment for Youths' Safe and Secure Internet Use” from “Research Society Examining ICT Service Problems based on End User Opinions”

In April 2009, the Ministry of Internal Affairs and Communications (MIC) initiated the “Research Society Examining ICT Service Problems based on End User Opinions” (Chairman: Masao Horibe, emeritus professor at Hitotsubashi University). This Research Society has now compiled a proposal on which opinions will be sought from July 23 (Sat) to August 22 (Mon), 2011.


1. Background

 The Ministry of Internal Affairs and Communications (MIC) initiated the “Research Society Examining ICT Service Problems based on End User Opinions” in April 2009 to consider specific countermeasures for various problems in response to needs that had arisen for arranging connections with various rights, such as communication secrets, personal information protection, and intellectual property protection, etc., due to the introduction of new services and distribution of information using new technologies, etc.
 In August 2009, “Internet map information services,” “illegal online music distribution countermeasures” and “revised guidelines for personal information protection in telecommunications businesses” were compiled and officially announced as a first proposal. In May 2010, a second proposal was officially announced, compiling “CGM services,” “lifelog services” and “safe administration measures.”
 In addition, as a result of subsequent studies, the Research Society has compiled a “Draft Proposal for Maintenance of Environment for Youths' Safe and Secure Internet Use” following proposals in relation to “the Law for Limited Liability of Providers” and “how to deal with unsolicited e-mail,” and there will now be an appeal for opinions on this new draft proposal.


2. Outline of public appeal for opinions

 Subject of appeal for opinions: “Draft Proposal for Maintenance of Environment for Youths' Safe and Secure Internet Use” from Research Society Examining ICT Service Problems based on End User Opinions.
 Deadline for submission of opinions: must arrive by 17:00 on August 22 (Mon), 2011 (mailed submissions must bear a postmark of no later than this date)

 Please note that the subject of the appeal for opinions will be published in the “Reports and documents” section of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) as well as in the “Public comment” area of the e-Gov coordinated electronic government contact website (http://www.e-gov.go.jp), and will also be distributed via the contact address listed at the end of this document.

3. Schedule

 Based on the opinions submitted, a proposal will be compiled at the next meeting and officially announced thereafter.
