Interim Report from Information and Communications Council concerning “State of Standardization Policies in Information and Communications Field” (2011 Inquiry No. 18)

 On July 25, 2011, the Ministry of Internal Affairs and Communications (MIC) received an interim report from the Information and Communications Council (Chairman: Takuma Otoshi, Chairman of IBM Japan) concerning the “State of Standardization Policies in the Information and Communications Field” (2011 Inquiry No. 18). An outline of this report can be found below.


1. Background to deliberation

 At present, various standardization-related policies are being formed in foreign countries, and Japan too is looking towards mid-term research and development strategy for the implementation of improved user-friendliness for consumers/users, reinforced international competitiveness for industry, etc., as the promotion of strategic standardization policy is becoming a matter of urgency.
 In view of these circumstances, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Information and Communications Council concerning the “State of Standardization Policies in the Information and Communications Field” (2011 Inquiry No. 18) in order to advance discussions regarding the state of comprehensive standardization policy in the information and communications field supporting environmental change around standardization activities, such as changes to technological environments and the place of decisions on standards, etc. Accordingly, surveys and studies have progressed at the “Investigative Commission for Standardization Policy in the Information and Communications Field” (Chief Investigator: Hideyuki Tokuda, Dean of Graduate School of Media and Governance, Keio University), which was established under the Information and Communications Council Policy Section Meeting.
 The interim report received on July 25, 2011 contains proposals concerning the significance of standardization in the ICT field based on the current state of Japan's social economy after the Eastern Japan Great Earthquake Disaster, the State's role in standardization, and important fields to be promoted.

3. Schedule

 Based on this interim report, the Ministry of Internal Affairs and Communications (MIC) will contribute to the promotion of information and communications administration.
