Reply from Information and Communications Council concerning “State of Standardization Policies regarding Environment for Cooperation and Convergence of Communications and Broadcasting (2009 Inquiry No. 16),” and Results from Appeal for Opinions

 On July 25, 2011, the Ministry of Internal Affairs and Communications (MIC) received a reply from the Information and Communications Council concerning the “State of Standardization Policies regarding Environment for Cooperation and Convergence of Communications and Broadcasting (2009 Inquiry No. 16).”
 Furthermore, appeals for opinions on this report were held from February 11 to March 14 and March 31 to April 20, 2011. Four opinions were submitted in response to these appeals, and these opinions along with the views of the Information and Communications Council Policy Section Meeting are officially announced herein.


1. Background

 On August 26, 2009, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry entitled “State of Standardization Policies Regarding the Environment for Cooperation and Convergence of Communications and Broadcasting” (2009 Inquiry No. 16) from the perspective of returning the benefits of upgraded information communications to citizens at large and strengthening Japan's international competitiveness with regards to the environment for cooperation and convergence of communications and broadcasting. Having received this inquiry, the “Investigative Commission for Standardization Policies regarding Environment for Cooperation and Convergence of Communications and Broadcasting” (Chief Examiner: Jun Murai, Professor at Keio University) was established at the Information and Communications Council and carried out discussions, after which the Information and Communications Council Policy Section Meeting compiled a “Draft Report on State of Standardization Policies regarding Environment for Cooperation and Convergence of Communications and Broadcasting (2009 Inquiry No. 16)” detailing important fields for standardization, promotional systems, and the role of the State, etc., which was followed by an appeal for citizens' opinions on this draft.
 The unprecedented Great East Japan Earthquake Disaster occurred on March 11, 2011, while the appeal for opinions was being carried out, and the whole of Japan is currently giving maximum priority to dealing with the challenge of reconstructing the disaster-affected areas and the problem of severe power supply shortages.
 In the middle of these circumstances, when proceeding with consideration of the state of Japan's ongoing standardization policy, etc., a careful examination of items to be considered in future, etc. was carried out in relation to the previously compiled draft report with a view to the necessity for sufficient grounding in experiences from the earthquake disaster.
 Therefore, the reply received on July 25, 2011 compiles results from the appeal for opinions and is based on experiences from the earthquake disaster.

 Please note that these materials will be published in the “Public comment” section of e-Gov (http://www.e-gov.go.jp), the electronic coordinated government contact website, and will also be distributed at the Investigative Commission for Standardization Policies regarding Environment for Cooperation and Convergence of Communications and Broadcasting.


3. Schedule

 Based on this reply, the Ministry of Internal Affairs and Communications (MIC) will continue to strategically promote international standardization activities.
