Appeal for Opinions on Revision of “Frequency Reorganization Action Plan”

 The Ministry of Internal Affairs and Communications (MIC) has drawn up a “Draft Frequency Reorganization Action Plan (September 2011 Revised Edition)” (see enclosed documents), which revises the “Frequency Reorganization Action Plan (February 2010 Revised Edition)” in order to smoothly and reliably reorganize specific frequencies based on July 2010 evaluation results from the FY 2009 Survey of the State of Radio Wave Use (covering frequencies above 3.4GHz) and July 2011 evaluation results from the FY 2010 Survey of the State of Radio Wave Use (covering frequency bands between 770MHz and 3.4GHz), etc.
 Opinions on this draft will be sought from July 30 (Sat) to August 29 (Mon), 2011.


1. Background and purpose

 Since 2004, the Ministry of Internal Affairs and Communications (MIC) has annually revised and published the “Frequency Reorganization Action Plan” to highlight specific initiatives for smooth and reliable follow-ups on specific frequency reorganization based on evaluation results from the Survey of the State of Radio Wave Use, etc.
 The “Frequency Reorganization Action Plan (February 2010 Revised Edition)” will now be revised based on July 2010 evaluation results from the FY 2009 Survey of the State of Radio Wave Use (covering frequencies above 3.4GHz) and July 2011 evaluation results from the FY 2010 Survey of the State of Radio Wave Use (covering frequency bands between 770MHz and 3.4GHz).

3. Deadline for submission of opinions

 Must arrive no later than 17:00 on August 29 (Mon), 2011 (mailed submissions bearing a postmark of no later than August 29 will also be accepted)


4. Schedule

 The “Frequency Reorganization Action Plan (September 2011 Revised Edition)” will promptly be published based on the opinions received in relation to the draft, and specific initiatives for each frequency classification will be reliably executed.
 The “Frequency Reorganization Action Plan” will continue to be revised based on evaluation results from the annual Survey of the State of Radio Wave Use, etc.
