The Ministry of Internal Affairs and Communications (MIC) hereby officially announces an Intermediate Report compiled by the “Study Group on Maintaining Communications Capabilities during Major Natural Disasters and other Emergency Situations” (Chairman: Jun Sakurai, Director-General of the Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC)).
1. Background
In April 2011, the Ministry of Internal Affairs and Communications (MIC) initiated the “Study Group on Maintaining Communications Capabilities during Major Natural Disasters and other Emergency Situations” in order to study the state of guaranteed means of communication in states of emergency.
An Intermediate Report (officially announced herein) was compiled at the fifth meeting on July 29, based on discussions held by the Investigative Commission to date.

3. Schedule
The action plan in chapter six of the Intermediate Report arranges “items to be dealt with promptly by each mean constituent in view of studies by the Investigative Commission,” with each main constituent to promptly commence specific initiatives, and “items for ongoing intensified study by the Investigative Commission,” with studies by the Investigative Commission to continue and a final report to be compiled around the end of the year.
