Survey of Potential Market Entrants in 700/900MHz Band Mobile Communications System

 From August 2 (Tue) to 31 (Wed), 2011, the Ministry of Internal Affairs and Communications (MIC) will carry out a survey of the status of parties currently wishing to enter the market to provide a reference when considering system maintenance for the introduction of 700/900MHz band communications systems.


1. Background and purpose

 Since May 2010 the Ministry of Internal Affairs and Communications (MIC) has carried out studies at the "Task Force for ICT Policy in a Global Era" covering protection of frequencies for mobile phones in the 700/900MHz bands, and "Basic Policy concerning the 'Path of Light' Concept" were settled on and announced in December 2010, based on results compiled in November of the same year.
 In view of this, the Law for Partial Reform of the Radio Law (2011 Law, Act No. 60) was promulgated in June of this year, evaluations are being made in the Survey of the State of Radio Wave Use, and the Information and Communications Council is currently studying technical requirements, etc. However, this survey will be carried out to serve as a reference when considering future system maintenance aimed at the introduction of 700/900MHz band mobile communications systems.


2. Positioning of this survey

 This survey will be implemented as a basic survey to serve as a reference when considering system maintenance aimed at the introduction of 700/900MHz band mobile communications systems.
 Replies to this survey are optional, and support for the survey will not restrict the advisability/contents of actual applications. Also, items received in response to this survey will not guarantee the approval of parties' entry into the market.
 With regards to actual applications, there will be a separate appeal for opinions, acceptance of applications after the performance of necessary system maintenance including decisions on establishment guidelines, etc., followed by inspections based on laws and ordinances.

 Those who are planning to install 700/900MHz band mobile communications systems

 From August 2 (Tue) to 31 (Wed), 2011
 *An explanatory meeting concerning this survey will be held as outlined in the enclosed documents.

7. Schedule

 The Ministry of Internal Affairs and Communications (MIC) compile and officially announce results from this survey and take these results as a reference for future system maintenance.
