On August 3, 2011, the Ministry of Internal Affairs and Communications (MIC) received a partial reply from the Information and Communications Council (Chairman: Takuma Otoshi, Chairman of IBM Japan) concerning "technical requirements for the introduction of a 700MHz band safe driving assistance communication system" in the "technical requirements for the ITS Wireless System" (Information and Communications Council Inquiry No. 2029; dated July 28, 2009).
1. Background
The ITS (Intelligent Transport System) is one of Japan's essential infrastructures, as represented by the VICS (Vehicle Information and Communications System) and ETC (Electronic Toll Collection System), and in recent years there has been progress with initiatives for further upgrades to enable the use of this system as a means of solving problems in various fields, such as safety and the environment, etc.
In particular, progress is being made with initiatives relating to the safe driving assistance communication system, such as technological development and proof of concept for communications vehicle-vehicle and vehicle-road communications to send and receive vehicle location and speed information, etc. between on-board devices, as well as between on-board devices and roadside machines, for the implementation of a safe driving support system aimed at reducing traffic accidents at intersections, etc.
Furthermore, in June 2009 the "Research Society for ITS Wireless System Upgrades" (established by the Ministry of Internal Affairs and Communications (MIC)) compiled a report comprising a utilization image (see enclosed document) and communication requirements, etc. for the introduction of the ITS Wireless System using the 700MHz frequency band, which will become available after completion of the digitalization of terrestrial television broadcasting in July 2012.
In view of these circumstances, the Information and Communications Council has since July 30, 2009 been deliberating over "technical requirements for the introduction of a 700MHz band safe driving assistance communication system" in the "technical requirements for the ITS Wireless System" (Information and Communications Council Inquiry No. 2029; dated July 28, 2009), and a partial reply was received on August 3, 2011.

Based on this partial reply, the Ministry of Internal Affairs and Communications (MIC) will proceed with decisions on technical requirements for the introduction of a 700MHz band safe driving assistance communication system.
