The Ministry of Internal Affairs and Communications (MIC) has drawn up a bulletin plan establishing basic guidelines for the promotion of facility maintenance projects (hereinafter referred to as "basic guidelines"). An additional bulletin plan has been drawn up to establish new procedure for the authorization of implementation plans for facility maintenance projects, etc., based on regulations in Articles 4 and 5 of the Provisional Measures Law for Telecommunications Infrastructure Improvement (Law No. 27 of 1991; hereinafter referred to as "Provisional Measures Law").
Accordingly, an appeal for opinions on these bulletin plans will be held from August 6 (Sat) to 19 (Fri), 2011.
1. Background to establishment, and outline
The "Law for Partial Reform of the Provisional Measures Law for Telecommunications Infrastructure Improvement" (Law No. 59 of 2011) was established at the 177th National Diet (ordinary Diet session) on May 26, 2011, and is scheduled to be enforced on August 31, 2011.
In order to encourage the use of optical fiber, telecommunications equipment that can be provided for labor transmitting dynamic images by digital systems (equipment that is used in advanced correspondence education and remote medicine, etc.) was added to the advanced communication facilities that are subject to the maintenance promotion measures in this Law.
A bulletin plan establishing new basic guidelines has been drawn up, with the current basic guidelines to be abolished so as to determine specific equipment in relation to this reform.
Together with the establishment of these basic guidelines, the MIC has also given consideration to demand for the establishment of procedure for the authorization of implementation plans for facility maintenance projects, etc., based on regulations in Articles 4 and 5 of the Provisional Measures Law and has decided to establish a new bulletin.
The main modifications from the current basic guidelines are as per the enclosed documents.
