Appeal for Opinions on "Interim Arrangement of Points at Issue concerning Introduction of Frequency Auctions"

The Ministry of Internal Affairs and Communications (MIC) initiated a "Panel Discussion concerning Frequency Auctions" (Chairman: Hitoshi Mitomo, Professor of Graduate Course at Waseda University Faculty of Asia-Pacific Studies) in order to carry out studies relating to the introduction of frequency auctions in Japan. This is to officially announce that an "Interim Arrangement of Points at Issue concerning Introduction of Frequency Auctions" has now been compiled in relation to main points at issue to be emphasized in deliberation and the direction these studies.
Accordingly, from August 13 (Sat) to September 12 (Mon), 2011 there will be an appeal for opinions on the "Interim Arrangement of Points at Issue concerning Introduction of Frequency Auctions" to contribute to the studies of the Panel Discussion.


1. Outline

On March 2, 2011, the Ministry of Internal Affairs and Communications (MIC) initiated the "Panel Discussion concerning Frequency Auctions" (hereinafter, "Panel Discussion"), which has commenced studies relating to the introduction of frequency auctions in Japan, and an "Interim Arrangement of Points at Issue concerning Introduction of Frequency Auctions" has now been compiled. This arranges points at issue in relation to the main points at issue to be emphasized in deliberation and the direction of the studies of the Panel Discussion.


2. About appeal for opinions

Must arrive no later than 17:00 on September 12 (Mon), 2011 (mailed submissions must also arrive by this date)

3. Points to note

(1) Handling of opinions
 The opinions that are submitted will be compiled and officially announced after the completion of the appeal for opinions. Information concerning the proponents' full names and affiliations (names of corporations, etc. where appropriate) will also be officially announced at the same time. Please state your wishes with regards to these official announcements in the opinion submission format (see attachment).

 Please understand that we are unable to issue separate replies for each opinion.

(2) Hearing of opinion contents
 Explanations may be requested in order to understand details of the contents of opinions that are submitted. Please understand that the secretariat will contact proponents in advance when requesting such explanations. Also note that travel expenses, etc. incurred when providing explanations are not provided.
