From July 2 (Sat) to August 1 (Mon), 2011, prior to periodic verification of the Competition Safeguard System in this fiscal year, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on the items to be verified.
As well as officially announcing results from the initial appeal for opinions, a repeat appeal for views on the opinions that have been submitted will be held from August 13 (Sat) to September 20 (Tue), 2011.
1. Objectives
The Ministry of Internal Affairs and Communications (MIC) has been making use of the Competition Safeguard System since 2007 with the aim of periodically verifying the effectiveness of successive fair competition requirements involving the NTT Group and the range of designated telecommunications equipment systems (including items involving systems for business application approval).
Prior to periodic verification of the Competition Safeguard System in this fiscal year, an appeal was held from July 2 to August 1, 2011 for opinions on items to be verified as established in the "Guidelines for Application of Competition Safeguard System" (established and published in April 2007, and reformed in July 2008; hereinafter, "guidelines"), in response to which seven opinions were submitted (see enclosed documents).
A repeat appeal for views on the opinions submitted in response to the initial appeal will be held from August 13 (Sat) to September 20 (Tue), 2011, in accordance with the specific procedure for verification in these guidelines.
2. Submitted opinions
The opinions submitted and their proponents are as per the enclosed documents.
Please note that the submitted opinions will be published in the "Reports and documents" section of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) and in the "Public comment" area of e-Gov (http://www.e-gov.go.jp), the electronic coordinated government contact website, and will also be distributed at the contact address provided at the end of this document.
3. Outline of repeat public appeal for opinions

Deadline for submission of opinions: must arrive no later than 17:00 on September 20 (Tue), 2011 (mailed submissions must also arrive by this date)

4. Schedule
The Ministry of Internal Affairs and Communications (MIC) will refer to the submitted opinions and carry out verifications of the application status of fair competition requirements involving designated telecommunications equipment systems and NTT, before promptly compiling draft verification results and seeking opinions on this draft.
