As part of the FY 2011 Coordinated Disaster Prevention Practices, the Central Emergency Communication Convention (Chairman: shun Sakurai, Director-General of the Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC)), together with 11 Regional Emergency Communication Conventions, will conduct Emergency Communication Training to contribute to ensuring uninterrupted communication in times of disaster.
Practice outline
In this year's Coordinated Disaster Prevention Practices, the following practices will be implemented in each region with contents based on the Great East Japan Earthquake (guaranteeing emergency power supplies, multi-route/wide area conversion of information transmissions, etc.) included to the extent possible. (Refer to enclosed documents.)
(1) Emergency Communication Training
Emergency Communication Training is conducted on the assumption that situations may occur where information cannot be transmitted from disaster scenes to the prefecture or state by normal means of communication, due to the suspension of telecommunications carrier lines, etc., and ensures that communication from disaster scenes can reach the prefecture or state through the application of private communication networks maintained by other organizations.
(2) Practice of the introduction of mobile communications systems for use as disaster prevention measures
Based on demands from local public bodies concerning situations where they may face obstacles to the use of their communications systems and telecommunications equipment in times of disaster, this practice will be conducted on the assumption that local public bodies will make use of the Ministry of Internal Affairs and Communications' (MIC) system for free loans of reserved mobile communications equipment.
(3) Other training exercises
At each local public body's coordinated Disaster Prevention Practice, communication training will be carried out in the form of practicing exchanges for reciprocal disaster prevention wave reception, emergency communication using amateur radio.

This Convention, in which the Ministry of Internal Affairs and Communications (MIC) plays a central role, comprises approximately 2,000 bodies that have close links to Emergency Communication, including the Cabinet Office; National Police Agency; Ministry of Land, Infrastructure, Transport and Tourism; Japanese Meteorological Agency; Japan Coast Guard; Ministry of Defense; NHK; prefectures and municipalities; major telecommunications carriers, and radio station licensees.
