The frequencies used by terrestrial digital television broadcasting channels 53-62 (710-770MHz) will be modified to the frequencies of channels 13-52, and together with this there will also be frequency modifications for the sake of improving the state of reception in some regions.
1. Outline
Terrestrial digital television broadcasting is supposed to use the frequencies of channels 13-52 (470-710MHz), but some terrestrial digital television broadcasting stations tend to use frequencies in channels 53-62 (710-77MHz) due to the fact that until now terrestrial analog television broadcasting was also being conducted.
With terrestrial analog television broadcasting having been terminated* on July 24, 2011, broadcasting stations using frequencies in channels 53-62 will be modified by July 24, 2012 to use frequencies in channels 13-52.
By means of these frequency modifications, the frequencies that have until now been used as channels 53-62 (710-770MHz) will be allocated to mobile communications systems such as mobile phones based on the Frequency Allocation Program. Together with this, there will also be frequency modifications for the sake of improving the state of reception in some regions, such as Akita City, Akita Prefecture and elsewhere.
*Terrestrial analog television broadcasting in regions that were heavily damaged by the Great East Japan Earthquake, such as Iwate, Miyagi and Fukushima prefectures, is scheduled to continue until March 31, 2012. Frequency modifications in these regions will be implemented by March 31, 2013.
2. Reception countermeasures for frequency modifications
It will be necessary for receivers (digital televisions, digital tuners, recorders built into digital tuners, etc.) to reset channels for the viewing of broadcasting stations whose frequencies are to be modified. Most receivers will reset channels resets automatically, but manual resetting will be required for receivers that lack this function.
Local governments will provide support for households that use such receivers and shared facilities requiring repairs through Digi-Support centers in each region, specifically by establishing call centers to deal exclusively with channel modifications and supporting inquiries, etc. In regions where frequencies are modified, support will be provided through the establishment of local countermeasure offices and door-to-door receiver channel resets, etc.
3. Publicity activities for frequency modifications
At the start of the period of frequency modification, each Regional Bureau of Communications and Regional Association for the Promotion of Digital Broadcasting will carry out publicity activities to inform people living in the affected regions of the frequency modifications by issuing announcements, publishing PR materials in cooperation with local governments, carrying out house-to-house posting of leaflets, broadcasting notifications, and so on.
