The Ministry of Internal Affairs and Communications (MIC) is working to promote the diffusion of subtitled television broadcasting so as to show consideration for aged persons and individuals who suffer audiovisual disabilities. As part of this initiative, actual results of subtitled broadcasting, commentary broadcasting and sign language broadcasting in FY 2010 have been compiled and are published herein.

Note 1: This survey was conducted with samples taken for two week-long periods in 2010 - from May 31 to June 6, and from November 29 to December 5.
All programs broadcast from 07:00 to midnight are targeted as part of the diffusion objectives, except for the following types of program:
・Broadcast programs to which subtitles cannot be added due to technical reasons (i.e., at present, live broadcast programs where multiple persons are speaking simultaneously)
・Foreign-language programs
・Music programs mainly constituting instrumental music performances
・Broadcast programs to which subtitles cannot be added due to rights-related issues

Note 5: Beginning with the present survey, “ratios of commentary broadcast programs among programs that are targeted in the diffusion objectives stated in the 'guidelines for administration of diffusion of broadcast programs for persons with audiovisual disabilities'”are aggregated and officially announced. All programs broadcast from 07:00 to midnight are targeted as part of the diffusion objectives, except for the following types of program. Furthermore, views on the excepted broadcast program (those broadcast programs which cannot provide commentary) may be modified based on discussions, etc. concerning reviews of administration guidelines.
・Broadcast programs for which commentary is not possible due to rights-related issues
・Broadcast programs using at least two voice tracks, i.e. bilingual broadcasts and broadcasts with secondary sound channels, etc.
・Broadcast programs in 5.1ch surround sound
・Broadcast programs with no breaks in main voice track
Note 6: Numerical values for multiple composition are included where appropriate.
