The Ministry of Internal Affairs and Communication (MIC), National Institute of Information and Communications Technology (NICT) and National Statistics Center (NSTAC) will implement a cloud service development support project in relation to the new-generation communications test bed (JGN-X:JGN eXtreme) managed and operated by NICT.
This project will establish a “Cloud Test Bed Consortium” by the end of October 2011. Subsequently, the following services will be commenced in order from November 2011: allocation of some JGN-X resources to Consortium members as virtual machines, provision of some of NSTAC's statistical information by API, and a facility for matching with financial/technical/marketing partners for commercialization.
Small to medium enterprises, etc. will now be recruited as Consortium members with the aim of cloud service development.
Based on the “Smart Cloud Strategy” of May 2010, progress is being made with various initiatives in which government and citizens are cooperating to strategically and comprehensively promote shared ownership of information and selection of challenges, etc. for the diffusion and development of cloud services.
As part of these initiatives, the Ministry of Internal Affairs and Communication (MIC), NICT and NSTAC will contribute to the development of new cloud services by small to medium enterprises, etc. by establishing a “Cloud Test Bed Consortium” by the end of October 2011 and providing Consortium members with cloud service development environments, etc. (1. allocation of JGN-X resources as virtual machines, 2. provision of NSTAC statistical information by API, and 3. a facility for matching with financial/technical/marketing partners) from November 2011 to March 2012.
Small to medium enterprises, etc. will be recruited as Consortium members as follows.

1. Targeted parties
(1) Small to medium enterprises (enterprises that have either capital stock not exceeding 300 million or employees not exceeding 300 persons)
(2) Private corporations operating platforms for promotion of cloud service development by small to medium enterprises (including legally established corporations and non-profit organizations)
(3) Cooperative organizations comprising private corporations as described above in items (1) and (2) (multiple private corporations refers to a private corporation that has been entrusted as a representative with the implementation of consortium-related office work)
2. Deadline for applications
Must arrive no later than 17:00 on October 31, 2011
3. Number of members
Approximately 100 parties
However, decisions on the allocation of virtual machines will take into account the state of JGN-X utilization. For the time being, it is anticipated that virtual machines will be allocated to around 10-20 parties.
Notification of allocation details will be issued to members separately.
