The Ministry of Internal Affairs and Communications (MIC) has created a reform plan for the “Radio Wave Administration Work and System Optimization Project,” and a broad appeal for opinions on this reform plan will be held from September 16 (Fri) to October 17 (Mon), 2011.
1. Aims
The “Radio Wave Administration Work and System Optimization Project” (hereinafter referred to as the “Optimization Project”) was decided on in FY 2005 based on the “Electronic Government Architecture Project” (a July 2003 decision by the Liaison Conference of Computerization Integration Officers (CIO) from All Government Departments). The Ministry of Internal Affairs and Communications (MIC) develops and applies Productive And Reliable Telecommunications NEtwork for Radio stations (hereinafter referred to as “PARTNER”) based on the Optimization Project, and is conducting optimization initiatives such as leaving the legacy system, reviewing systems and regulations, and so on.
There will now be a broad appeal for opinions on an Optimization Project reform plan, which has been created to promote the use of electronic applications by improving usability, considering a renewal of machinery in FY 2013, and further optimizing radio wave administration work and systems, while also arranging the current Optimization Project implementation status.
2. Outline of public appeal for opinions
Subject of appeal for opinions: Reform plan for “Radio Wave Administration Work and System Optimization Project”
Deadline for submission of opinions: Must arrive no later than 17:00 on October 17 (Mon), 2011 (mailed submissions must also arrive by this date)
Please note that the subject of the appeal for opinions will be distributed via the contact address at the end of this documents, and will also be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) and in the “Public comment” section of e-Gov (http://www.e-gov.go.jp), the electronic coordinated government contact website.
3. Schedule
After the results of the appeal for opinions, the Optimization Project will be reformed, PARTNER application and development will be carried out in accordance with this reform, and radio wave administration work and systems will be further optimized.
