On September 16, 2011, the Information and Communications Council Information Technology Subcommittee (Head of Subcommittee: Masao Sakauchi, Head of the National Institute of Informatics) commenced deliberation on “technical requirements for increased speed of broadband mobile wireless access systems.”
1. Background to commencement of deliberation
User needs for high-speed wireless Internet have increased since the institution of broadband mobile wireless access systems (BWA) in 2007, and since then two businesses in Japan have offered such services. Since the start of these services, which now have more than one million users and are increasingly popular, technology has continued to advance with the objective of increasing user-friendliness by acceleration of transmission speeds, etc.
Meanwhile, with December 2010 seeing the launch of 3.9G Mobile Communications System (LTE) services achieving transmission speeds in excess of 100MBps and other developments, mobile communications services are also continuing to accelerate, and work on the international standardization of broadband mobile wireless access systems is advancing to enable high speed, high capacity communication at the same level as optical fiber connections.
In light of these developments, although progress is being made with studies toward further enhancement of broadband mobile wireless access systems, it will also be necessary to consider matters other than existing frequency bands, such as effects on frequency bands adjacent to these systems, etc.
In addition, the Ministry of Internal Affairs and Communications (MIC) Frequency Reorganization Action Plan (September 2011 Revised Edition) proposed a “decision to be made during 2012 on the technical standards for further BWA speed increases and frequency expansion (2625-2655MHz).”
Therefore, studies will now commence on the technical requirements necessary for enhancement of broadband mobile wireless access systems, including adjacent frequency bands, so as to achieve increased transmission speeds and efficient area expansion, etc.

3. Schedule
A partial reply will be received in March 2012, and official regulations will be serviced thereafter.
