The Ministry of Internal Affairs and Communications (MIC) has drawn up a ministerial ordinance plan for partial revision of radio engineer regulations, etc. to include making possible the implementation of certified training courses, etc. for radio engineers by profit-making corporations.
Accordingly, an appeal for opinions on the ministerial ordinance plan will be conducted from September 23 (Fri) to October 24 (Mon), 2011.
1. Outline
(1) With regards to certified training courses for Third Grade and Fourth Grade Maritime Radio Operators, if there is no concern that there might be injustice due to the implementer conducting work outside of the certified training course, it shall be possible for certification to be issued even for items that are implemented by profit-making corporations.
In addition, when requests relating to certification from certified training courses are for contents that have already been certified, but with only a different date of implementation, there will be simplification of the items to be recorded along with servicing of regulations for implementation plans, etc.
(2) With regards to course exemptions for graduates of certified schools, etc. and successful course applicants of state examinations, etc., taking into account situations where the three-year exemption period has expired when examinations have not been carried out due to natural disasters or other states of emergency, it shall be possible to extend the exemption period until the next examinations so as to reduce the burden on participants.
(3) As for individuals responsible for courses, “law” courses shall be included in the “direction of radio equipment operation” courses to reduce the number of course curriculums.
Note: Certified training courses refer to training courses aimed at persons who have certain radio engineer qualifications and histories of radio engineer work. These courses were institutionalized in 1997 in order to diversify the methods of acquiring advanced level qualifications.

3. Schedule
A report will be submitted to the Radio Regulatory Council based on the opinions received. The relevant laws and ordinances will then be revised based on the Council's reply.
