From July 2 to August 1, 2011, prior to periodic verification of the Competition Safeguard System in this fiscal year, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on the items to be verified. A repeat appeal was also held from August 13 to September 20, 2011, in response to which 10 opinions were submitted, and these are published herein.
1. Objectives
The Ministry of Internal Affairs and Communications (MIC) has been making use of the Competition Safeguard System since 2007 with the aim of periodically verifying the effectiveness of successive fair competition requirements involving the NTT Group and the range of designated telecommunications equipment systems (including items involving systems for business application approval).
As a reference for verification in this fiscal year, an appeal was held from July 2 to August 1, 2011 for opinions on items to be verified as established in the “Guidelines for Application of Competition Safeguard System” (established and published in April 2007, and reformed in July 2008). A repeat appeal for opinions was subsequently held from August 13 to September 20, 2011.
Ten opinions were submitted in response to the repeat appeal for opinions, and these are published herein.
2. Submitted opinions
Please note that the submitted repeat opinions will be published in the “Reports and documents” section of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) and in the “Public comment” area of e-Gov (http://www.e-gov.go.jp), the electronic coordinated government contact website, and will also be distributed at the contact address provided at the end of this document.
3. Schedule
The Ministry of Internal Affairs and Communications (MIC) will refer to the submitted opinions and carry out verifications of the application status of fair competition requirements involving designated telecommunications equipment systems and NTT, before promptly compiling draft verification results and seeking opinions on this draft.
