Appeal for Opinions on Approval of Universal Service System Subsidy Amounts and Methods of Issuance, and Shared Expense Amounts and Collection Methods

 On September 30, 2011, the Information and Communications and Posts Administrative Council received from the Minister of Internal Affairs and Communications an inquiry concerning “approval of subsidy amounts and methods of issuance based on regulations in Article 109, Clause 1 of the Telecommunications Business Law (Act No. 86 of 1984 Law), and approval of shared expense amounts and collection methods based on regulations in Article 110, Clause 2 of the same Law.”
 Opinions on these approvals will be sought from October 1 (Sat) to October 31 (Mon), 2011.


1. Outline of application

 On September 21, 2011, the Minister of Internal Affairs and Communications received from the Telecommunications Carriers Association (a fundamental telecommunications service support organization) an application requesting approval of subsidy amounts and methods of issuance for qualified telecommunications carriers NTT East and NTT West based on regulations in Article 109, Clause 1 of the Telecommunications Business Law, and approval of shared expense amounts to be paid by each connected telecommunications carrier, as well as collection methods, based on regulations in Article 110, Clause 2 of the same Law.


2. Outline of public appeal for opinions

 Deadline for submission of opinions: must arrive by 17:00 on October 31 (Mon), 2011 (mailed submissions must also arrive by this date)
 The subjects of the appeal for opinions will be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) as well as in the “Public comments” section of the e-Gov coordinated electronic government website (http://www.e-gov.go.jp). Opinions can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Gov't. Building No. 2).


3. Schedule

 A report will be submitted to the Minister of Internal Affairs and Communications after study and deliberation have been carried out based on the opinions received.
