Public Appeal for Proposals on FY 2011 “Project Promoting Cooperative Business Administration Systems (Promotion of Links Between Business Administration System and Private Businesses)”

 The Ministry of Internal Affairs and Communications (MIC) will conduct a public appeal for proposals concerning the “Project Promoting Cooperative Business Administration Systems (Promotion of Links Between Business Administration System and Private Businesses)” in order to support the study of social security/tax-related number systems and citizen ID systems, and to study and inspect linked data items and interface functions, etc. such as information cooperation bases that will enable smooth information links between business administration systems and private businesses.


1. Project outline

(1) Public appeal target groups
 Private corporations (legally established corporations and nonprofit organizations), local public bodies, independent administrative corporations, universities, technical colleges, etc., and consortia thereof.
(2) Project outline
 Proofs-of-concept, etc. will be implemented in order to support the study of social security/tax-related number systems and citizen ID systems, and to study and inspect linked data items and interface functions, etc. such as information cooperation bases that will enable smooth information links between business administration systems and private businesses.


2. How to submit proposals

(1) Deadline for submission of proposals
 Must arrive by 17:00 on October 28 (Fri), 2011 (mailed submissions must also arrive by this date)
(2) Proposal method
 Please create proposals in line with the outline of operation and proposal format, and mail or deliver in person to the contact address provided below.
 Please note that the operation outline and proposal format will be published in the “Reports and announcements” field of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp/), and these can also be inspected at the contact address provided at the end of this document.


3. Selection of commissions

 The Ministry of Internal Affairs and Communications (MIC) will select commissions after receiving the result of external assessments.


4. Schedule

 The following items are scheduled, but timing is subject to change depending on the status of external assessments.

 Beginning of November 2011: Conduct external assessments, decide on commission candidates
After the middle of November 2011: Discuss contract terms, execute commission contract
