Appeal for Opinions on “Draft Recommendation to Maintain and Improve Interests of Telecommunication Service End Users” from Study Group on Examining Issues around ICT Services from the User Perspective

 The Ministry of Internal Affairs and Communications (MIC) initiated the “Study Group on Examining Issues around ICT Services from the User Perspective” (Chairman: Masao Horibe, emeritus professor at Hitotsubashi University) on April 9, 2009.
 An appeal for opinions on the draft proposal compiled by this Study Group will be held from October 29 (Sat) to November 29 (Tue), 2011.


1. Background

 The Ministry of Internal Affairs and Communications (MIC) initiated the “Study Group on Examining Issues around ICT Services from the User Perspective” in April 2009 to consider specific countermeasures for various problems in response to needs that had arisen for arranging connections with various rights, such as communication secrets, personal information protection, and intellectual property protection, etc., due to the introduction of new services and distribution of information using new technologies, etc.
 As a result of studies beginning in September 2010, this Study Group has compiled a “Draft Proposal to Maintain and Improve Interests of Telecommunication Service End Users,” regarding which opinions will now be sought.


2. Outline of public appeal for opinions

Subject of appeal: “Draft Proposal to Maintain and Improve Interests of Telecommunication Service End Users” from Study Group on Examining Issues around ICT Services from the User Perspective (see enclosed documents)
                An outline of this draft proposal can be found in the enclosed documents.
Deadline for submission of opinions: Must arrive by 17:00 on November 29 (Tue), 2011
                (mailed submissions must bear a postmark of no later than this date)

3. Schedule

A final proposal will be compiled and officially announced at the next meeting based on the opinions that are submitted.
