Official Announcement of “Policy for Common Use of White Space Utilization Systems”

 The Meeting for White Space Promotion has compiled a “Policy for Common Use of White Space Utilization Systems – Policy for Common Use of Frequency Bands Used for Terrestrial Television Broadcasting” towards the utilization of white space.
 Furthermore, an appeal for opinions on the first draft of this common use policy was held from December 27, 2011 to January 11, 2012, and the opinions submitted are also officially announced herein along with views on these opinions.

1. Background and purpose

 Quick application of white spaces (frequency bands distributed for the purpose of broadcasting use, but also available for other purposes depending on geographic and temporal conditions) is anticipated from the point of view of making effective use of finite radio wave resources and improving convenience for citizens. With multiple systems having been proposed for Frequency Bands Used for Terrestrial Television Broadcasting with needs for utilization of white space, the Meeting for White Space Promotion has compiled a Policy for Common Use of White Space Utilization Systems.
