Hearing to be held for Authorized Persons' Opinions on “Technical Requirements concerning Frequency Migration, etc. for Specified Radio Microphones” within “Technical Requirements for Upgrade of Low-Power Wireless Communication Systems”

 The Information and Communications Council, Information and Communications Technology Subcommittee, Mobile Communications System Committee will begin studying “Technical Requirements concerning Frequency Migration, etc. for Specified Radio Microphones” within “Technical Requirements for Upgrade of Low-Power Wireless Communication Systems” and will compile a written report around March 2012.
 Accordingly, on February 17 (Fri), 2011, there will be an opportunity for authorized persons to state their opinions at the Information and Communications Council, Information and Communications Technology Subcommittee, Mobile Communications System Committee. Those who wish to participate should apply by following the instructions given in items 2 to 5 below.

1. Background to deliberation, etc.

 Specified radio microphones use frequencies in the 770MHz to 806MHz band and are utilized by broadcasting businesses for the production of performance arts such as dramas, concerts, musicals, etc. and television programs, etc., as well as for news coverage, etc.

 Now, in on order to promote reorganization of frequencies in the 700/900MHz bands based on the “Frequency Reorganization Action Plan” (September 2011 Revised Edition), deliberation is being carried out with regards to technical requirements for wireless equipment in white spaces for frequency bands used for terrestrial television broadcasting (hereinafter, “white spaces”) or 1.2GHz band frequencies, which are prospective destinations for the migration of specified radio microphone frequencies, together with common use requirements between systems utilizing white spaces.

 In view of these circumstances, the Information and Communications Council, Information and Communications Technology Subcommittee, Mobile Communications System Committee (Chief Investigator: Makoto Ando, Professor at Tokyo Institute of Technology Graduate School) is deliberating over “Technical Requirements concerning Frequency Migration, etc. for Specified Radio Microphones” within “Technical Requirements for Upgrade of Low-Power Wireless Communication Systems” (Information and Communications Council Inquiry No. 2009 – dated September 30, 2002).

2. Parties permitted to state their opinions on this matter

 Persons (regardless of nationality) who are learned, experienced or have expertise in matters relating to frequency migration, etc. for specified radio microphones.

3. How to state opinions

 Opinions will be heard at a meeting of the Information and Communications Council, Information and Communications Technology Subcommittee, Mobile Communications System Committee to be held on February 17 (Fri), 2012 in Japanese only.

4. Procedure necessary for stating opinions

 Those who are hoping to state their opinions on this matter should submit a written outline of their opinion along with their full name (in the case of corporations and organizations (hereinafter, “corporations, etc.”), the following are to be submitted: names of corporations, etc., full names of representatives, and full names and positions of persons actually stating the corporations' opinions) and occupation (does not apply to corporations, etc.) by post, fax or e-mail, to arrive at the address provided below (see item 5) no later than 18:00 on February 10 (Fri), 2012. Please note that adjustments may be made as necessary due to the timing of deliberation.

 Furthermore, all expenses required for the statement of opinions are to be borne by the persons stating their opinions.
