On February 10, 2012, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Adviser to Tokyo Gas Co., Ltd.) concerning a plan for partial revision of Wireless Equipment Regulations, etc. for system maintenance relating to expanded use of body movement detection sensors and animal detection report systems, and a reply was received from the Council stating its approval of the original motion.
In addition, from December 27, 2011 to January 25, 2012 an appeal was held for opinions on a plan for partial revision of Wireless Equipment Regulations (1950 Radio Regulatory Council Regulation No. 18) relating to body movement detection sensors and animal detection report systems as well as a plan for partial revision of related bulletins, etc. within the ministerial ordinance plan covered by the Council's reply. Two opinions were submitted in response to this appeal.
Wireless equipment for body movement detection sensors was institutionalized in May 2001 as being used mainly to ascertain the state of people or objects, while wireless equipment for animal detection report systems was institutionalized in August 2008 as being used mainly to understand the territory, etc. of wild animals. Both of these forms of equipment have come to be widely used in response to various needs.
On the other hand, with the upper limit of antenna electric power for low-power wireless systems (stations not requiring licenses) having been reviewed due to the Radio Law (Act No. 131 of 1950) revision included in the Law for Partial Revision of the Broadcast Act, etc. (Act No. 65 of 2010), there are now upgrades and expanded use of such wireless equipment, and since February 2011 the Information and Communications Council has deliberated on technical requirements for body movement detection sensors and animal detection report systems, with a partial report received from the Council in November 2011.
Based on this partial reply, there will be partial revision of the following relevant ministerial ordinance plans, etc. in order to establish technical standards required for expanded use of body movement detection sensors and animal detection report systems.
- Ministerial Ordinance Plan, etc. for Partial Revision of Radio Equipment Regulations
- Bulletin plan for partial revision of item establishing utility of special low-power radio stations, radio wave types frequencies, and electric power for antennas
- Bulletin plan for partial revision of item establishing special low power radio station wireless equipment not requiring storage in single housing and technical requirements for transmission time locking devices and carrier sense
- Bulletin plan for partial revision of item establishing permissible strength values for unnecessary emissions by transmission equipment of separately established special low-power radio stations
- Bulletin plan abolishing item establishing managers of identification codes automatically sent or received by wireless equipment of special low-power radio stations using radio wave frequencies between 142.93MHz and 142.99MHz
The Ministry of Internal Affairs and Communications (MIC) will promptly carry out system maintenance based on the submitted opinions and the reply from the Radio Regulatory Council.
