Appeal for Opinions on Modification Plan for Connection Agreements relating to Type 1 Designated Telecommunications Equipment of NTT East and NTT West

Revision of connection fees, etc. for FY 2012 based on long-term incremental expense model
 On February 21, 2012, the Information and Communications Administration and Postal System Administration Council (Chairman: Atsushi Takahashi, Chairman of Board of Directors at Sumitomo Trust and Banking Company, Ltd.) received an inquiry from the Minister of Internal Affairs and Communications concerning “approval of modifications to connection agreements relating to Type 1 designated telecommunications equipment installed by NTT East and NTT West (reform of connection fees, etc. for FY 2012 based on long-term incremental expense model)”.
 Accordingly, opinions on this modification plan will be sought from February 22 (Wed) to March 13 (Tue), 2012 (the period of this appeal has been established to run for three weeks as approval during FY 2011 is connected to the interests of each connection business).

1. Background to modifications

 With the ministerial ordinance partially revising connection fee regulations (2012 Ministry of Internal Affairs and Communications (MIC) Ministerial Ordinance No. 7) having been promulgated and partially enforced as of January 30, 2012, these modifications are necessary for NTT East and West connection agreements in order to regulate connection fees, etc. in FY 2012 calculated using the long-term incremental expense model.

2. Outline and subject of appeal for opinions, etc.

 Subject of appeal for opinions:

 “Partial reform plan for connection agreements relating to connections with Type 1 designated telecommunications equipment based on Article 33, Items 2 and 7 of the Telecommunications Business Act”


 Deadline of appeal for opinions: Must arrive by 17:00 on March 13 (Tue), 2012 (mailed submissions must also arrive by this date)


 The modification plan (new-old comparison table and calculation basis) will be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) as well as in the “Public comments” section of the e-Gov coordinated electronic government website (http://www.e-gov.go.jp). Opinions can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division.

3. Schedule

 A report concerning the modification plan will be submitted to the Minister of Internal Affairs and Communications after study and deliberation have been carried out based on the opinions received.
