Results from Appeal for Opinions on Plan for Review of Expansion of Lesson Formats for Radio Engineer Training Courses and Certified Training Courses, etc., and Appeal for Opinions on Ministerial Ordinance Plans, etc. for Partial Revision of Radio Law Enforcement Regulations and Radio Engineer Regulations

Concerning review, etc. relating to expansion of lesson formats for radio engineer training courses and certified training courses, etc.
 From December 28, 2011 to January 27, 2012, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on a plan to review the expansion of lesson formats for radio engineer training courses and certified training courses, etc. (introducing methods of advanced use of diverse media) in order to improve the user-friendliness of license acquisition for radio engineers. Seven opinions were submitted in response to this appeal.
 In addition, based on the opinions received, the Ministry of Internal Affairs and Communications (MIC) has created a ministerial ordinance plan for partial revision of Radio Law Enforcement Regulations and Radio Engineer Regulations, as well as a bulletin plan for partial revision of the relevant bulletins and a plan for reform of Radio Law-related Inspection Standards in order to implement this review. Accordingly, opinions on these ministerial ordinance plans, etc. will be sought from February 25 (Sat) to March 26 (Mon), 2012.

1. Background to revisions

 Together with the progress of information and communications technology, there has been constant diffusion of study methods using advanced diverse media such as e-learning. However, since there is a supposition of traditional collective lessons methods with regards to radio engineer training courses and certified training courses, etc., it is thought likely that there will be difficulties in taking lessons at the desired locations, times and dates.

In view of these circumstances, the Ministry of Internal Affairs and Communications (MIC) drafted a plan to review the expansion of lesson formats in order to enable implementation with methods of advanced use of diverse media, since there is expectation surrounding reduced burden in terms of time and location restrictions for radio engineer license candidates, as well as reduced burden for operators of these training courses, etc. by means of the application of information and communications technology. An appeal was held for opinions on this plan, in response to which seven opinions were submitted.

 Also, compared with the start of its introduction the certified radio engineer system has progressed with centralized management of radio stations, etc., and there have been major changes in the circumstances surrounding this system, while the revision outline of laws and ordinances, etc. has also become easier to ascertain thanks to the spread of the Internet. Therefore, the MIC has also decided to review the terms of certified training courses from the point of view of reducing the burden imposed on certified engineers.

 Based on opinions, etc. received concerning the plan to review the expansion of lesson formats, the MIC has drawn up ministerial ordinance plans, etc. for partial revision of Radio Law Enforcement Regulations and Radio Engineer Regulations, and opinions on these plans will be sought from February 25 (Sat) to March 26 (Mon), 2012.

   (ii) Bulletin plan for partial revision of 1997 Ministry of Posts and Telecommunications Bulletin No. 319 (Item Establishing Methods of Examinations on Completion of Certification Training Courses)

   (iii) Bulletin plan for partial revision of 1993 Ministry of Posts and Telecommunications Bulletin No. 553 (item establishing operation guides for radio engineer training courses)

   (iv) Bulletin plan for partial revision of 2012 Ministry of Internal Affairs and Communications (MIC) Bulletin No. 3 (item establishing requirements for separate notice regarding certified training courses, training times, and implementation outlines)

  C. Inspection standards

   Directive plan for partial revision of Radio Law-related Examination Standards (2001 Ministry of Internal Affairs and Communications Directive No. 67)

(2) Deadline for submission of opinions

  Must arrive no later than 17:00 on March 26 (Mon), 2012 (mailed submissions must bear a postmark of no later than this date)

3. Schedule

 Based on this appeal for opinions, an inquiry will be sent to the Radio Regulatory Council and once a reply has been received the relevant ministerial ordinances, etc. will promptly be revised.
