Revision of NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements Approved (Establishment of Net Remodeling Fees for Functions Applying Installation Costs such as Circuit Connections, etc. without Consideration for Situations where Links are Not Established)

1. Background

　Installation costs such as for circuit connections, etc. (hereinafter, “jumper installation costs”) occur when users utilize telephone services and DSL services supplied by connection businesses using connections with the dry copper of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (hereinafter, “NTT East and West”). However, since situations occur where DSL services cannot be provided even after installing jumpers (situations where links are not established) for reasons that are peculiar to these services, NTT East and West have decided not to apply jumper installation costs to users who find themselves in such situations and have established jumper installation costs with consideration for uncollected fees potentially arising from these situations. In contrast, there have been requests from other businesses providing only telephone services by means of connection with the dry copper of NTT East and West for the establishment of jumper installation costs without consideration for situations where links are not established.

　Accordingly, this matter is deemed as there having been an application from NTT East and West for revision of connection agreements in order to newly connection agreements as per regulations for net remodeling fees relations to functions applying installation costs such as for circuit connections, etc. without consideration for situations where links are not established.

2. Other

　This matter is based on provisos, etc. in Article 169 of the Telecommunications Business Law (1984 Law No. 86), and is deemed as being of insufficient significance to warrant the submission of an inquiry to the Information and Communications Administration and Postal System Administration Council.
