On March 1, 2012, the Ministry of Internal Affairs and Communications (MIC) received a reply from the Information and Communications Council (Chairman: Takuma Otoshi, Chairman of IBM Japan) concerning the state of public telephones as effective means of communication in times of emergencies such as disasters, etc. (inquiry no. 1216; dated October 4, 2011).
1. Background, etc.
On October 4, 2011, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Information and Communications Council concerning “the state of public telephones as effective means of communication in times of emergencies such as disasters, etc.”This reply is based on subsequent study and deliberation at Telecommunications Business Policy Committeeand Universal Service Policy Subcommittee, together with results from the public appeal for opinions held by the Council from December 23, 2011 to January 23, 2012.
