Appeal for Opinions on Bulletin Plan for Partial Revision of Item Establishing Test Procedure for Special Examination

Addition of test procedure, etc. for wireless standardization, climate support stations, special low-power machinery for body movement detection sensors, 26GHz-band UWB radar, and land mobile stations, etc. for 200MHz-band wireless communication
  The Ministry of Internal Affairs and Communications (MIC) has drawn up a Bulletin Plan for Partial Revision of 2004 Ministry of Internal Affairs and Communications (MIC) Bulletin No. 88 (Item Establishing Test Procedure for Special Examinations; hereinafter, “Bulletin”).
 Accordingly, opinions on this bulletin plan will be sought from March 9 (Fri) to April 9 (Mon), 2012.

1. Background to revisions

 Following the revision of Radio Equipment Regulations (1950 Radio Regulatory Council Regulation No. 18) and Regulations for Technical Standards Compliance Verification, etc. in Special Wireless Equipment (1981 Ministry of Posts and Telecommunications Order No. 37; hereinafter referred to as “Verification Regulations”) and the introduction of wirelessstandardization, climate support stations, special low-power machinery for body movement detection sensors, 26GHz-band UWB radar, and land mobile stations, etc. for 200MHz-band wireless communication, the MIC has decided to partially revise the Bulletin based on provisions in Verification Regulations annexed table 1.1(3).

2. Outline of bulletin plan

 There will be revision of the Bulletin, with amendment of test procedure relating to items (1) to (3) and the new addition of test procedure relating to items (4) and (5).
(1) Wireless standardization
                 [Test Procedure for Special Examinations provided for in Annexed Table No. 11 of the Verification Regulations Article 2, Clause 1, Item 2]
 
(2) Climate support stations (limited to radiosondes and climate-use radio robots)
              [Test Procedure for Special Examinations provided for in Annexed Table No. 14 of the Verification Regulations Article 2, Clause 1, Item 3.2]
 
(3) Special low-power machinery for body movement detection sensors
         [Test Procedure for Special Examinations provided for in Annexed Table No. 16 of 2004 MIC Bulletin No. 42, Clause 13]
 
(4) 26GHz-band UWB radar
             [Test Procedure for Special Examinations provided for in Annexed Table No. 81 of the Verification Regulations Article 2, Clause 1, Item 47.2]
 
(5) Land mobile stations, etc. for 200MHz-band wireless communication
         [Test Procedure for Special Examinations provided for in Annexed Table No. 82 of the Verification Regulations Article 2, Clause 1, Items 61 and 62]

3. Outline of public appeal for opinions

 Deadline for submission of opinions: Must arrive by 17:00 onApril 9 (Mon), 2012 (mailed submissions must bear a postmark of no later than this date)
 Please note that this bulletin plan will be published in the “Information and documents” field of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) as well as in the “Public comment” section of e-Gov, the coordinated electronic government contact website (http://www.e-gov.go.jp), and it will also be made available for inspection at the contact address provided below.

4. Schedule

 Revisions will be carried out promptly based on the opinions received.
