Now Accepting Applications for “Project Promoting Computerization in Disaster Region” in Great East Japan Earthquake Reconstruction Measures
In order to promote reconstruction after the Great East Japan Earthquake, the Ministry of Internal Affairs and Communications (MIC) has established a “Project Promoting Computerization in Disaster Region” (hereinafter, “this Project”) to subsidize some of the expenses required by projects for beneficial use of information and communications technology in efficiently and effectively solving the challenges that are being faced by local public bodies in the disaster region through beneficial use of information and communications technology. This is to officially announce that applications for this Project in connection with the FY 2012 budget are now being received.
Furthermore, with the inauguration of the Reconstruction Agency on February 10, 2012, the Reconstruction Agency and Reconstruction Offices will carry out leading roles in reconstruction to enable accelerated restoration and reconstruction of disaster-affected areas. Specifically, requests from disaster-affected areas will be accepted at local one-stop facilities, and based on these requests combined calculations will be made for reconstruction project budgets, and these budgets will be exercised by distribution to the relevant government agencies with locations for reconstruction designated based on the requests from disaster-affected areas.
In view of this, the Reconstruction Agency and Reconstruction Offices will conduct budget distribution procedure, including investigation of requests relating to this project with a combined budget so as to enable smoother collection of requests from disaster-affected areas.
1. Outline
(1) Groups targeted in this project
Special local public bodies (including special district authorities and wide area unions) and related bodies (hereinafter, “specific local public bodies, etc.”) in Article 4, Clause 1 of the Law on Special Great East Japan Earthquake Reconstruction Areas (Act No. 122 of 2011)
*Conditions may be attached to each individual subsidized project.
(2) Details of subsidized projects
This Project will subsidize the following projects, as established in Article 3, Clause 1 (1), (2), (4) and (6) A of the “Guidelines for issuance of subsidiary aid covering expenses in projects for beneficial use of information and communications technology”, which promote reconstruction in the disaster region by supporting initiatives for efficient and effective solutions for challenges faced by specific local public bodies, etc. through beneficial use of information and communications technology (ICT).
A. Project for construction of basic medical information links in Tohoku region
B. Project to regenerate and reinforce regional ICT bonds
C. Project for construction of basic disaster prevention information links (Project for construction of disaster-resistant information coordination system)
Note: The cost of equipment outlined in the annexed tables of the issuance guidelines do not include (a) transmission line equipment, (b) wireless access equipment, (c) transceiver antenna, (d) transceiver machines and (e) pylons.
D. Project for basic maintenance of broadband in disaster region
In this project, acceptance of applications will commence prior to establishment of the FY 2012 budget so that the subsidized projects can begin as soon as the budget has been concluded. Therefore, please note in advance that content, etc. is subject to possible change.

*A second appeal may be held depending on the state of issuance applications at the first deadline.
