Results from Appeal for Opinions on Modification Plan for Connection Agreements relating to Type 1 Designated Telecommunications Equipment of NTT East and NTT West
Revision of connection fees, etc. for FY 2012 based on Long-Run Incremental Cost model
On February 21, 2012, the Information and Communications Administration and Postal System Administration Council (Chairman: Atsushi Takahashi, Chairman of Board of Directors at Sumitomo Trust and Banking Company, Ltd.) received an inquiry from the Minister of Internal Affairs and Communications concerning “approval of modifications to connection agreements relating to Type 1 designated telecommunications equipment installed by NTT East and NTT West (reform of connection fees, etc. for FY 2012 based on Long-Run Incremental Cost model)”.
Having received this inquiry, an appeal for opinions on the modification plan for connection agreements was held from February 22 to March 13, 2012, in response to which two opinions were submitted, and these are officially announced herein.
1. Background to modifications
With the ministerial ordinance partially revising connection fee regulations (2012 Ministry of Internal Affairs and Communications (MIC) Ministerial Ordinance No. 7) having been promulgated and partially enforced as of January 30, 2012, these modifications are necessary for NTT East and West connection agreements in order to regulate connection fees, etc. in FY 2012 calculated using the Long-Run Incremental Cost model.
2. Opinions submitted in response to appeal
The opinions submitted in response to the appeal will be published in the “Reports and documents” area of the Ministry of Internal Affairs and Communications (MIC) website (http://www.soumu.go.jp) as well as in the “Public comments” section of the e-Gov coordinated electronic government website (http://www.e-gov.go.jp). Opinions can also be inspected at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Gov't. Building No. 2).
3. Schedule
A report concerning the modification plan will be submitted to the Minister of Internal Affairs and Communications after study and deliberation have been carried out based on opinions received in the initial and repeat appeals for opinions, etc.
