FY 2012 Public Appeal for Proposals concerning Information an Communications Technology R&D

This is to announce that from March 22 (Thu) to April 23 (Mon), 2012, the Ministry of Internal Affairs and Communications (MIC) will hold a public appeal for proposals regarding the following R&D subjects to be implemented from FY 2012.

1. Period of public appeal

From March 22 (Thu) until 13:00 on April 23 (Mon), 2012

2. R&D subjects appealed for and amounts of money required for implementation

  A public appeal will be held for proposals regarding the following R&D subjects. The amounts to be spent on implementation are as per the enclosed documents. As a general rule, the number of selected proposals will be one per each R&D subject. (Refer to the table below for details on subject 3: “R&D for ultra high speed/low power consumption optical network technology”)
 
R&D task Amount of money required for implementation in FY 2012 (upper limit)
1 R&D for technology to urgently reinforce communication ability for affected areas in times of large-scale disaster  
I R&D relating to network conversion of communications processing functions in large-scale communication rush hour 650 million yen
II R&D relating to ambulatory ICT units that can be used for emergency transport and multiple connections to disaster-affected areas 300 million yen
III R&D for local broadcasting distribution technology with regards to places of refuge, etc. in times of disaster 80 million yen
2 R&D for satellite communication networks effective in times of disaster 970 million yen
3 R&D for ultra high speed/low power consumption optical network technology 2.98 billion yen
*Proponents can submit proposals for one or several of the following subjects: I-(a), I-(b), I-(c), I-(d), II-(a), II-(b), II-(c), II-(d).
Please note that the party that implements subject I-(a) shall compile subject I, and the party that implements subject II-(a)
shall compile this R&D as a whole as well as subject II.
I Technology for conversion of access networks (subscriber and office building networks) to high capacity and low power consumption
(a) Technology for multi-forking, long-reach subscriber networks
(b) Highly efficient signal processing technology for optical multi-value transmission
(c) Protocol-free reliant link multiplexing technology
(d) Multicore fiber optical connection technology
II Technology for high speed, high capacity, low power consumption networks
(a) Adaptable modulation-demodulation transmission technology
(b) Linear adaptation equalization technology
(c) Adaptation error correction/adaptation non-linear compensation technology
(d) Low power consumption signal processing circuit technology
4 R&D for electromagnetic wave energy recovery technology 200 million yen
5 R&D for high resolution synthetic-aperture radar for loading in small aircraft 950 million yen
6 Advanced ICT international standardization promotion project  
I Energy management communication technology for smart communities 220 million yen
II Information link technology between terminals for information transmission in times of disaster using next-generation browser technology 150 million yen
7 Development and actual proof of communications standards for “physical Internet” era 200 million yen

*In order for thisresearch and development to commence as soon as the FY 2012 budget is established, the public appeal will be held before the budget is arranged. Therefore, please understand that contents, etc. will be subject to change depending on the state of the establishment of the budget.

3. How to apply

(1) Please draw up a written proposal in line with the outline for written proposals.
(2) Using the Cross-ministerial R&D Management System (e-Rad), please input your application information and apply electronically. (Please complete all application processes through the system by 13:00 on April 23 (Mon), 2012.)
(3) Please submit one proposal and one copy of your proposal as well as all necessary documents (please see Outline of proposal creation for more details) to the Ministry of Internal Affairs and Communications (MIC) at the submittal address by post. (Proposals must be received no later than 13:00 on April 23 (Mon), 2012.)
     In the case of collaborative research, please submit proposals to the Ministry of Internal Affairs and Communications (MIC) after settling on a representative research institution.

4. Selection of commission candidates

The Ministry of Internal Affairs and Communications (MIC) will select commissions after receiving the results of external assessments.

5. Schedule hereafter

Middle of May to end of May Carry out external assessments, on the basis of which research institutes will be selected as candidates for commissions
End of May to beginning of June Sending of report confirming selections
Publishing of results public appeal for proposals on the Ministry of Internal Affairs and Communications website
After selection report After completing coordination with selected research institutions, contracts will be made quickly and research carried out.
Timing may change depending on external assessment conditions, etc.
*Selected research institutions (in the case of collaborative research, each institution) and research supervisors (in the case of collaborative research, only the representative research supervisor) will be officially announced.

6. Addresses for inquiries and submissions

  Inquiries regarding R&D subjects and basic plan contents, etc. should be directed to the official in charge of each R&D subject, while inquiries regarding the creation of proposals and the submission process should be directed to the person in charge at the Technology Policy Division in the International Telecommunications Bureau.
  Please submit proposals, etc., to the relevant officials in charge.
