Results from Appeal for Opinions on Draft Report from “Study Group on Long-Run Incremental Cost Model” and Official Announcement of Final Report

 From February 7 to March 7, 2012, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on a draft report compiled by the “Study Group on Long-Run Incremental Cost Model” (Chairman: Tadao Saito, Emeritus Professor at University of Tokyo).
 Based on the results from this appeal for opinions, etc., the Study Group has compiled a final “Study Group on Long-Run Incremental Cost Model” report, and this is officially announced herein along with the opinions submitted and the views of the MIC.

1. Background

  The Ministry of Internal Affairs and Communications (MIC) initiated the “Study Group on Long-Run Incremental Cost Model” on July 8, 2011, and this Study Group has commenced studies relating to a long-term incremental expense model applicable to the calculation of connection fees for fixed telephones, etc. in FY 2013 and beyond.
  A draft report was compiled by the “Study Group on Long-Run Incremental Cost Model”as a result of its studies, and opinions on this draft report were sought from February 7 to March 7, 2012, in response to which six opinions were submitted.
  Based on the results from this appeal for opinions, etc., the Study Group has now compiled a final  “Study Group on Long-Run Incremental Cost Model” report, and this is officially announced herein.
