Results from Appeal for Opinions on Ministerial Ordinance Plan for Partial Revision of Telecommunications Business Law Enforcement Regulations, and Repeat Appeal for Opinions

 On February 21, 2012, the Information and Communications Administration and Postal System Administration Council received an inquiry from the Minister of Internal Affairs and Communications concerning “Partial Revision of Telecommunications Business Law Enforcement Regulations.”
 An appeal for opinions on this ministerial ordinance plan was held from February 22 to March 22, 2012, in response to which eight opinions were received.
 As well as officially announcing the results of this appeal for opinions, a repeat appeal will be held from March 28 (Wed) to April 10 (Tue), 2012.

1. Outline of inquiry

 On February 21, 2012, the Information and Communications Administration and Postal System Administration Council received an inquiry from the Minister of Internal Affairs and Communications concerning “Partial Revision of Telecommunications Business Law Enforcement Regulations.” This matter changes the standards for designation as Type 2 specified telecommunications equipment based on the Information and Communications Council report of December 20, 2011, entitled “State of Environmental Maintenance for Promotion of Broadband Diffusion”, which held that “there should be a review and expansion of subjects for application of regulations relating to the Type 2 specified equipment system.”

2. Submitted opinions

 Please note that the submitted opinions will be published in the “Reports and documents” area of the MIC homepage (http://www.soumu.go.jp) and the “Public comments” section of the e-Gov coordinated electronic government contact website (http://www.e-gov.go.jp), and will also be made available for inspection at the Ministry of Internal Affairs and Communications (MIC) Information and Communications Bureau, General Affairs Division (11th Floor, Central Government Building No. 2).
 

3. Outline of repeat appeal for opinions

 Subjects of repeat appeal for opinions:
“Opinions submitted in response to appeal for opinions”
“Ministerial Ordinance Plan for Partial Revision of Telecommunications Business Law Enforcement Regulations”
 Deadline of repeat appeal for opinions: submissions must arrive no later than 17:00 on April 10 (Tue), 2012 (mailed submissions must also arrive by this date)

4. Schedule

 Deliberation and study will be carried out based on the opinions received in both appeals, and a report on this ministerial ordinance plan will then be submitted to the Minister of Internal Affairs and Communications.
