Revision of NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements Approved (Revision of Connection Fees, etc. for Optical Fiber Subscriptions in FY 2012), and Consideration of Calculation of Subscription-Based Optical Fiber Connection Fees

  On March 29, 2012, the Ministry of Internal Affairs and Communications (MIC) received a reply from the Information and Communications Administration and Postal System Administration Council concerning “Revision of NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements Approved (Revision of Connection Fees, etc. for Optical Fiber Subscriptions in FY 2012)”(Inquiry No. 3037 – dated January 23, 2012) and “Consideration of Calculation of Subscription-Based Optical Fiber Connection Fees” (Inquiry No. 3029 – dated January 25, 2011).  
  Based on the Council's reply, approval of this matter will be granted as of same day, with conditions attached as per the enclosed documents.

1. Outline of modification

  “Revision of NTT East and NTT West Type I Designated Telecommunications Equipment Connection Agreements Approved (Revision of Connection Fees, etc. for Optical Fiber Subscriptions in FY 2012)” modifies connection agreements in order to reform connection fees, etc. for optical fiber subscriptions in FY 2012.  
  In addition, studies concerning the “Consideration of Calculation of Subscription-Based Optical Fiber Connection Fees” were held based on a reply from the Information and Communications and Posts Administration Council dated March 29, 2011, which, in relation to the propriety of divergent unit connection fees, stated that “based on recent discussions, we will continue with further multilateral study and deliberation and will continue considering matters until we reach a settled conclusion concerning requests for reform of divergent amounts in relation to connection fees for optical fiber subscriptions in FY 2012.”
 

2. Schedule

  Based on the Council's reply, the Ministry of Internal Affairs and Communications (MIC) will request NTT East and NTT West to take the necessary measures, and this matter will promptly be approved with conditions attached.
