Appeal for Opinions on Establishment of Standard Fee Index for Specific Telecommunications Services Provided by NTT East and NTT West
On March 29, 2012, the Information and Communications and Posts Administrative Council received an inquiry from Minister for Internal Affairs and Communications(MIC) concerning “establishment of a standard fee index for specific telecommunications services provided by NTT East and NTT West”.
Accordingly, an appeal for opinions will be held from March 30 (Fri) to May 1 (Tue), 2012.
1. Background
With regard to fees for subscription telephones, etc. provided by Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone East Corporation (hereinafter, “NTT East and West”), a maximum cost (price cap) system has been introduced since October 1, 2000.
NTT East and West can establish and modify fees for subscription telephones, etc. with reports only provided that the fees do not exceed the standard fee index, but are required to obtain approval from Minister for Internal Affairs and Communications when attempting to establish fees that exceed the standard fee index.
The rates of expected productivity improvement (X values) that are required when establishing standard fee indices showing maximum costs are revised every three years, and this term for adoption of the current X values expires at the end of September 2012, then this calculates X values for the next term and establishes a standard fee index to be adopted from October 1, 2012 to September 30, 2013.
2. Schedule
Based on all of the opinions received, study and deliberation will be conducted before issuing a report to Minister for Internal Affairs and Communications.
