Results of Appeal for Opinions on Basic Draft Plan for R&D to Expand Radio Frequency Resources in FY2012 and Public Appeal for Proposals

  The Ministry of Internal Affairs and Communications (MIC) compiled a basic plan for implementing R&D before holding a public appeal for proposals on R&D to expand radio frequency resources which newly start from FY2012 and held an appeal for opinions from February 25 to March 26, 2012.
  As a result, three opinions which agree to the basic draft plan were submitted and MIC publishes the opinions submitted and our views on them. MIC confirms the basic plan as drafted based on the results of the opinions received and will implement a public appeal for proposals as follows before consigning R&D.
  MIC will hold an explanatory meeting in the ministry concerning a public appeal for proposals on April 12 (Thu), 2012. You are cordially invited to join the meeting.

Results of Appeal for opinions

  Basic Draft Plan on R&D for Expansion of Radio Frequency Resources in FY2012

(2) Results of appeal for opinions and future schedule
  From February 25 to March 26, 2012, MIC held the appeal for opinions on the Basic Draft Plan on R&D for Expansion of Radio Frequency Resources in FY2012. As a result, three opinions which agree to the content of the basic draft plan on “VII R&D for Technology for Advanced Use of Frequencies for Building Wireless Access Network using Millimeter Wave.” Exhibits include major opinions submitted and the MIC’s view on them.  
  MIC confirms the basic plan as drafted based on the results of the opinions received and will hold a public appeal for proposals relating to R&D for expansion of radio frequency resources which newly starts from FY2012 based on said plan as follows.
 

Public Appeal for Proposals

(1) Period of public appeal
  April 7 (Sat) to May 7 (Mon), 2012

(2) Theses of R&D subject to public appeal
  MIC is planning to conduct this R&D using the source of spectrum user fee revenue, and will hold a public appeal for proposals on R&D and adopt them after designating theses of R&D which contribute to the expansion of radio frequency resources. MIC will consign R&D to research institutions such as private businesses, etc. In FY2012, MIC will hold a public appeal for proposals on the theses of R&D (I to VIII) in the following table.
  Although the upper limit of planned amount of implementation in the first year is expected to be as described in the table, MIC will confirm it based on results of third-party evaluations. The period of implementation is a rough plan.

VIII R&D of high-precision imaging technology using 90GHz band linear cells Approx. 430 million yen 4 years
 

(3) Application method
  a)Please confirm the guidelines for proposals for more detail such as the outline of public appeal and qualification requirements. Please create a set of written proposals in accordance with a prescribed format provided for in the guidelines for creating written proposals before making an application.
  b)Please make an on-line application by entering application information using the Cross-ministerial R&D Management System (e-Rad) (please complete all operations for application on e-Rad by May 7 (Mon), 2012, 17:00 PM).*It may take more than two weeks for the registration procedures of research institutions so please make an application early to give plenty of time when applying through e-Rad.
  c)At the same time as you make an application through e-Rad, please send a written proposal, a copy thereof and a set of other necessary documents for proposal (for more detail, please see the guidelines for creating written proposals) to the department in charge in MIC (they must arrive no later than May 7 (Mon), 2012).

(4)Selection of trustees
  MIC is responsible for selecting trustees based on results of external evaluations.

(5)Future scheduleThe future schedule is as described below. However, it may change due to the status of external evaluations, etc.
  April 7: Start of public appeal
  April 12: Explanatory meeting concerning public appeal for proposals
  May 7: Deadline of public appeal
  Early June: External evaluations and selection of research institutions as consignee candidates
  Late June: Sending of a letter of acceptance/rejection
  After notification of acceptance: A research consignment contract will be concluded immediately after the coordination with research institution   completes, and R&D will be conducted
 
(6)Inquiry and address for submissions (each contact window differs with R&D theses).
Please make an inquiry concerning the content, etc. of each R&D thesis to each department in charge.
