Results of Appeal for Opinions on Draft Guidelines for Establishment of Special Base Stations Using 700MHz Band and Appeal for Opinions on Ministerial Ordinance and Bulletin Plans relating to Technical Standards, etc. for Mobile Communications Systems Using 700MHz Band and Report from the Radio Regulatory Council

  From March 1 to March 30, 2012, the Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on the draft guidelines for establishment of special base stations using 700MHz band (bulletin plan for partial revision of guidelines for establishment of special base stations for diffusion of 3.9G mobile communications systems, hereinafter referred to as the “draft guidelines for establishment”) and on the ministerial ordinance and bulletin plans relating to technical standards, etc. for mobile communications systems using 700MHz band (hereinafter referred to as the “ministerial ordinance and bulletin plans”). Nineteen opinions were submitted in response to each appeal. These opinions submitted are officially announced herein along with the MIC’s views on them.
  In addition, the MIC submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Adviser to Tokyo Gas, Co., Ltd.) concerning the draft guidelines for establishment, the ministerial ordinance plan for partial revision of Ordinance Regulating Radio Equipment and the bulletin plan for partial revision of frequency assignment plan today based on the results of said appeals for opinions and a reply was received from the Council stating its approval of the original plans.

1.Outline, etc. of draft guidelines for establishment and ministerial ordinance and bulletin plans

(1) Ministerial ordinance and bulletin plans
  a) System maintenance relating to technical standards for mobile communications systems using the 700MHz band Ministerial   ordinances and bulletins relating to Ordinance Regulating Radio Equipment, etc. will be revised based on the partial reply received from the Information and Communications Council on February 17, 2012 concerning technical requirements for mobile communications systems using 700MHz band. 
  b) Partial change of Frequency Assignment Plan Frequencies in the 700MHz band (718-748MHz/773-803MHz) for mobile phone use will be newly allocated in order to ensure the maximum amount of frequencies for mobile telephones in harmony with foreign countries’ Frequency Assignment Plan. Also, Frequency Assignment Plan will be modified to newly allocate 1240-1300MHz and 2330-2370MHz for FPU migration and 470-714MHz and 1240-1260MHz for special radio microphones in order to switch frequencies for existing wireless systems using the 770-806MHz band. 
  c) Other necessary provisions will also be revised.
 

2.Results of appeals for opinions

  Before submitting an inquiry to the Radio Regulatory Council, opinions were submitted in response to the appeal for opinions on the draft guidelines for establishment stating that it is essential to communicate and coordinate between an approved establisher and a broadcaster in preventing or solving booster hindrance, etc. of terrestrial digital broadcasting. Based on this opinion, the draft guidelines for establishment have partially been modified to clarify its provisions.
 

3.Report from the Radio Regulatory Council

  Today, the MIC submitted an inquiry to the Radio Regulatory Council concerning the draft guidelines for establishment, the ministerial ordinance plan for partial revision of Ordinance Regulating Radio Equipment and the bulletin plan for partial revision of Frequency Assignment Plan and a report was received from the Council stating its approval of these plans.
 

4.Future Plans

  The MIC will swiftly implement system maintenance based on the report from the Radio Regulatory Council.
