Report from Radio Regulatory Council and Results of Appeal for Opinions on Ministerial Ordinance Plans, etc. for Partial Revision of Regulations for Enforcement of the Radio Act and Rules for Radio Operators
Concerning expansion, etc. of lesson formats for radio operator training courses and certified training courses, etc.
Today, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Advisor to Tokyo Gas Co., Ltd.) concerning ministerial ordinance plans for partial revision of the Regulations for Enforcement of the Radio Act and Rules for Radio Operators to review the expansion of lesson formats for radio operator training courses and certified training courses, etc. and the term of training courses for management-level staff, and a report was received from the Council stating its approval of the original plans.
In addition, from February 25 to March 26, 2012, an appeal for opinions on said ministerial ordinance plans was held and six opinions were submitted in response to the appeal. The opinions submitted are officially announced herein along with the MIC’s views on these opinions.
1.Background of revision
Together with the progress of information and communications technology, there has been constant diffusion of study methods using advanced diverse media such as e-learning. However, since there is a supposition of traditional collective lessons method with regards to radio operator training courses, etc., it is thought likely that there will be difficulties in taking lessons at the desired locations, times and dates.
In view of these circumstances, the MIC drafted a plan to review the expansion of lesson formats in order to enable implementation with methods of advanced use of diverse media, since there is expectation surrounding reduced burden in terms of time and location restrictions for radio engineer license candidates, as well as reduced burden for operators of these training courses, etc. by means of the application of information and communications technology. An appeal for opinions on this plan was held in December 2011.
Also, compared with the start of its introduction the certified chief radio operator system has progressed with centralized management of radio stations, etc., and there have been major changes in the circumstances surrounding this system, while the revision outline of Act and ordinances, etc. has also become easier to ascertain thanks to the spread of the Internet. Therefore, the MIC has also decided to review the terms of certified training courses from the point of view of reducing the burden imposed on licensee.
2.Results of appeal for opinions
Based on opinions, etc. received concerning the plan to review the expansion of lesson formats, the MIC has drawn up ministerial ordinance plans, etc. for partial revision of Regulations for Enforcement of the Radio Act and Rules for Radio Operators, and an appeal for opinions on these plans was held from February 25 to March 26, 2012 to which six opinions, etc. were submitted. The opinions, etc. submitted are shown in Exhibit along with the MIC’s views on them.
3.Future plans
The MIC will swiftly revise the relevant ministerial ordinances, etc. based on the report from the Radio Regulatory Council and results of the appeal for opinions.
In the plan for revision, among lesson formats of training courses and certified training courses, “intertemporal classes” and “intertemporal courses” shall be renamed as “permanent classes” and “permanent courses”, respectively.
